The programme is managed both through partly decentralised and joint management. On the partly decentralised level, the Secretary General of the African, Caribbean and Pacific Group of States (ACP Secretariat) is the Contracting Authority. The programme is implemented in coordination with the African Civil Aviation Commission (AFCAC), which is a specialised agency of the African Union Commission (AUC) mandated to implement ICAO policy in Africa.
The programme has two main components - Air Transport and Satellite Service Applications - each of which will be organized individually.
The Air Transport component has two subsections: Improvement of Aviation Safety and Improvement of Aviation Security. To organise the aviation safety component, a grant contract has been awarded to the European Aviation Safety Agency (EASA) to finance short-term consultancy and training inputs by EASA experts. EASA is the only authorized agency developing implementing rules and carrying out inspections in EU Member States. The component for aviation security, which is undertaken via a service contract, involves the provision of training courses and specialised consultancy advice. These activities will be implemented over a 36-months period.
The Satellite Service Applications component involves the setting up and staffing of a Joint Programme Management Office (JPO), comprising African experts. Further funding is provided for the organisation of workshops to introduce GNSS/EGNOS applications to African stakeholders. These activities will be carried out over a 24-months period.
Joint management is foreseen through the signature of a Standard Contribution Agreement with the UNESCO / International Centre for Theoretical Physics (ICTP). This international organisation is covered by a Financial and Administrative Framework Agreement between the European Community and the United Nations (FAFA) from 29 April 2003.
Supplementary Technical Assistance activities have been assigned to additional service contractors, including the provision of technical expertise tasks, as well as administrative, preparatory and ancillary tasks relating to planning, monitoring and reporting. A steering committee (PSC), which meets twice a year, was set up to oversee and validate the overall direction and policy of the project.
