The EGNOS-Africa Joint Programme Office (JPO)

 The EGNOS-Africa Joint Programme Office (JPO) is created as a Pan-African “implementing instrument” to coordinate GNSS/EGNOS introduction in Sub-Saharan Africa for all types of applications with a particular attention given to aviation as main driver. JPO has been created within the EU-Africa Common Strategy through ACP/EC framework Programme ‘’Support to the Air Transport and Satellite services applications in Africa’’ as an outcome of the SAFIR Project.

JPO commenced its operations in December, 2013. Staffing of the JPO, through a vigorous and transparent recruitment process, has taken into account a continent-wide representation without compromising competency. JPO is hosted for the time being by ASECNA in Dakar, Senegal, which has provided offices facilities and administration support. The JPO organization structure is as presented below below.

JPO’s initial mandate is to define the baseline and manage the subsequent implementation phase for the specification and procurement of the development of GNSS/EGNOS in Sub-Saharan Africa, and also to provide the GNSS/EGNOS services implementation road map. Within its mandate to develop the EGNOS services implementation roadmap for Sub-Saharan Africa, JPO shall address operational issues among which the Governance structure, System Safety, Certification and Liability policies, Applications development, System performance, Operations,  Maintenance and Service provision.

One of the main benefits of EGNOS application in aviation is improvement of safety and efficiency of air navigation, notably through the reduction of accidents during the airport approach and landing phase and the coverage of areas currently not equipped with the traditional navigation aids. Potential elimination of some ground-based navigation aids (NDB, VOR, ILS) can provide a cost saving to air navigation service provider.

Under the non-aviation applications of EGNOS, Africa stands to benefits by:

• Enabling river information systems with the use of satellite navigation to provide much higher levels of efficiency and safety than today ultimately  contributing to the development of African inland waterways network

• Improving safety of costal and port navigation by using EGNOS in areas poorly  equipped with navigation systems,  and rationalizing navigation infrastructures  in other cases

• Using satellite navigation technology to support train transportation leading to costs savings mainly due to reduced maintenance of signalling equipment in the rail network

• Applying precision farming in which EGNOS is able to give not only large scale African farmers but also small and medium scale farmers access to high-performance equipment at low costs in order to make the cultivation of agricultural land more efficient, thus enabling farmers to make substantial savings.

• Enabling development of mapping applications thanks to the access to improved performance provided by EGNOS-ready devices used in the field.

JPO creation is a unique opportunity for the Sub-Saharan Africa to ensure that GNSS/EGNOS is deployed in an efficient and coordinated manner. JPO is available to assist any African State or Entity in addressing the satellite navigation applications’ issues in Sub-Saharan Africa.
